Vista is a Full Service Partnership (FSP) program supporting clients in reaching their own vision of wellness and recovery. Vista provides outpatient based comprehensive rehabilitation and recovery services for adults (ages 18+). The Vista program can serve up to 300 adults living in Fresno County at any given time. The target population for the Vista program is individuals diagnosed with severe mental health disabilities (Schizophrenia, Major Depression, or Bipolar Disorder) and that may be experiencing homelessness, drug and alcohol addictions, frequent hospitalizations, incarcerations, legal troubles, family issues, or job loss. The goal of Vista is to assist individuals regain stability and independence of their lives in the community through informed decision-making with psychiatric, rehabilitative, and peer support.

The Turning Point Vista clinic services are based on the individual’s wellness and recovery goals and desired results. Vista operates with (a) Personal Service Coordinators (PSC) who manages a caseload of approximately 15-18 clients and provides frequent supportive and rehabilitative services; (b) a Mental Health Professional who provides treatment planning and individual/family therapy; (c) a Mental Health Rehab Specialist whoc facilitates psycho-educational and support groups; and (d) a Housing Coordinator who helps locate and secure transitional and permanent affordable housing. Services include: psychiatric evaluations, medication management, health education, individual and family therapy, educational and peer support groups, supportive housing placement, money management, linkage to community resources, and 24/7 after hours response.
We aim to reduce psychiatric hospitalizations, incarcerations, and homelessness to increase the level of community functioning and to increase education and employment participation.
The referral process for FSP services includes completing an FSP referral form and sending it via email to UCWCAccess@co.fresno.ca.us
The program is funded through Mental Health Service Act (MHSA) and Medi-cal reimbursement. The program can accept individuals with no income, no insurance, Medi-cal insurance, or private insurance.
