The policies of the agency are set by its governing Board of Directors:

Charles Southard

President
Charles (Buz) Southard graduated from San Francisco State University with a BA in Accounting. After 50 years in the accounting field he retired as a partner in the CPA firm M. Green and Company where he managed the Visalia office until his retirement. He has served many community organizations for many years of service. His most recent involvements are President of the Board of Directors for Turning Point of Central California, and as a member of the Board of Directors for the Turning Point Foundation and Turning Point Alliance. He has served for more than 50 years as Finance Director of the First Christian Church of Visalia, and is in line to serve for a second time as President of the West Visalia Kiwanis Club having obtained 37 years of membership. He also serves on the Huntington Lake Bear Creek Tract Board and the Bear Creek Water Improvement Association Board as Secretary/Treasurer. In his spare time he enjoys traveling both nationally and abroad. He enjoys reading books and keeping up with current events through various media. He also has a cabin at Huntington Lake that his family has enjoyed for many years. He has been married for 59 years with two daughters, a son-in-law, and three grandchildren.

John Laufman

Vice-President
John Laufman joined the Turning Point of Central California Board of Directors in September of 2010. He has over 30 years of management, administrative, and counseling experience. He has extensive experience in areas of financing, staffing, personnel management and program organizational planning and implementation. In addition to his other accomplishments, John has been accomplished in individual, group and family counseling, especially in drug and alcohol abuse and related problem areas. He served in the United States Air Force during the Korean war and attended school at Lower Columbia College in Longview Washington

Richard Gleason Jr.

Secretary
Richard is a Southern California native. He served four years in the United States Navy from 1967-1970. He has been married for 43 years. Prior to retirement, Richard served as a high school teacher and counselor for Visalia Unified School District. He has been a member of the Christ Lutheran Church since 1986.

Gale Kuns

Rev. Dr. Gale Kuns has served on the Board of Directors of Turning Point of Central California for the last 27 years. Dr. Kuns has volunteered for 14 years as the Senior Chaplain for the Tulare County Sheriff Department. He also serves as a pilot with the Tulare County Aero Squadron for Search and Rescue and VIP transport. As an accomplished musician he sings baritone in the West Coast Mennonite Men's Chorus, with a small choral group at Visalia First Assembly and the large choral group at Gateway Church, Visalia for 30 years. His service club involvement is currently Rotary of Visalia. He also served in Sunset Kiwanis. Dr. Kuns is retired as the founder and CEO of the Grace Homes residential care facility for children. For 28 years, the non-profit agency successfully provided a safe treatment milieu for over 5,000 adolescent girls and their children. Dr. Kuns served as founder and administrator of the Grace Homes Foster Family Agency for over 15 years which provided treatment foster care for over 130 at risk children per day. Dr. Kuns served as the National Youth Director for Awana Clubs International for five years, and published the four year High School Bible Study curriculum. He began his public ministry at the age of 12 playing the piano and singing in church services. Dr. Kuns was formally ordained for a ministry by the Conservative Baptist Churches of America. He recorded a vocal album titled "I'd Rather Have Jesus!" in 1978. Dr. Kuns also lectures nationally with the National Association of Forensice Counselors, and the Critical Incident Stress Management Team. He and his wife have recently become advocates for the victims of human trafficking on local and international task forces. Dr. Kuns' formal education includes a BS (Bible) and a Bachelor of Education from Corban University in Salem, Oregon. He studied psychology at Oregon State University, and received the Doctor of Humanities in 2012. Dr. Kuns enjoys flying with his wife in their beautiful Beechcraft A-36 plane. He is an instrument rated pilot. He enjoys watching the Visalia Rawhide Baseball from the Prostar Industries box seats. They often travel in their comfortable motor home to visit friends and family around the Western US. The Kuns have traveled to many foreign countries including China, Mexico, Europe, and Canada. As proud grandparents they often enjoy the company of children, grandchildren and great grandchildren. Dr. Kuns has learned and accomplished the management of non-profits, and accounting principles according to IRS A-133 standards for over fifty years. He has been married to his high school sweetheart, Glenda for 51 years.

Fred Nave

Member
Fred is a retired educator and has been a member of the Visalia community for 42 years. He has been married for 35 years to an elementary school teacher/principal. He worked for 35 years in the Visalia Unified School District as a School Psychologist and 20 years as a School District Administrator. In his spare time he enjoys fly fishing, hunting, target shooting, and building custom fly rods.

Jody Gilman

Jody lives in and loves the community of Visalia. Her most important role is to live out her faith in Christ through love and in service to the world. Her most treasured role is as a wife to her husband Sam and a mother to a blended family of 10 children and 16 grandchildren with 2 more on the way! She is an active member of Soroptimist International of Visalia leading committees dealing with issues pertaining to violence against women and providing them with scholarships. She serves as a member of the Child Abuse Prevention Council of Tulare County and the District Attorney's Human Trafficking Task Force. She also volunteers with Family Services of Tulare County. Jody has been a Master's prepared Registered Nurse for 39 years. After 2 years as a bedside nurse in San Luis Obispo, she returned home to Visalia and worked for Kaweah Delta Healthcare District for 27 years. She concluded her career as a Professor of Nursing at College of the Sequoias for 10 years. In her spare time, Jody likes to travel and do interior design. She especially enjoys discovering old items and restoring or repurposing them thus giving them new life. She also enjoys singing with her sisters and working with the women's ministry at her church. Jody was the recipient of the 2014 Crime Victim Advocacy Center "Community Giver" Award.

Turning Point has Regional Advisory Boards in Monterey County, Kern County and Fresno County which provide input to the governing board on issues having to do with these regions.
