Program Philosophy
Client who suffer from substance abuse problems as well as mental illness have difficulties accessing needed entitlements and benefits. Turning Point helps these clients recognize they can be worthwhile, competent citizens through unconditional positive regard and respect, and help to realize their potentials.

Parole Agents and therapists from the CDC Parole Clinic make referrals to the ISMIP program. Parolees can self-refer if they have at least one year of parole left and have been diagnosed with a mental illness.
