PRISON RAPE ELIMINATION ACT

The Prison Rape Elimination Act (PREA) of September 4, 2003 (Public Law 108-79) was enacted by Congress to address the problem of sexual abuse of persons who are in custody within a state, federal or local confinement facility.  Adherence to PREA standards supports the elimination, reduction and prevention of sexual abuse/sexual assault within our prisons, community corrections centers and local jails.

Turning Point of Central California, Inc. mandates ZERO-TOLERANCE for all forms of sexual abuse/misconduct and sexual harassment in its centers in keeping with the intent of PREA to ensure a safe, humane and appropriately secure environment, free from the threat of sexual abuse/misconduct/harassment for all clients.

Turning Point of Central California, Inc. ensures that allegations of sexual abuse or sexual harassment are referred for investigation to the appropriate agency with the legal authority to conduct criminal investigations, unless the allegation does not involve potentially criminal behavior in which case, the allegation is referred for administrative investigation. All allegations are referred for investigation.

Turning Point of Central California, Inc. will fully assist and support the appropriate agency conducting criminal investigations as requested.

Residents of a Turning Point federal residential program are encouraged to immediately report allegations of sexually abusive behavior to a staff member they trust, the Director, or via the Resident Kiosk process. All allegations, including third-party reports, are confidential and will be thoroughly investigated.

 Reporting Allegations of Sexual Abuse/Sexual Harassment on Behalf of a Federal Resident in a Residential Reentry Center (Third Party Reporting)

To report an allegation of sexual abuse/sexual harassment on behalf of a resident who is or was housed in the federal residential reentry center or was previously housed in the residential reentry center program and need to report an allegation of sexual abuse/harassment, you may contact the Program Director office at the facility where the alleged incident occurred or where the individual is housed.  Third Party reports can be made over the phone, in person or in writing. You can also contact the designated Turning Point PREA Coordinator directly.

Please have any information or evidence available for the investigator who will be assigned to handle the case. False accusations may be prosecuted. All reports are taken seriously and investigated as outlined in PREA.


Allegations will be investigated based on client status. Federal Bureau of Prison residents may be investigated by agency or bureau investigators depending on allegations. All allegations found to be criminal in nature will be referred to local law enforcement for investigation and prosecution if warranted.
